Saudi health clusters and Seha Virtual Hospital: what changes for private clinics

The Ministry of Health is moving its staff into health clusters while virtual care keeps growing. Here is what the published numbers say and what private clinics can do now.

Saudi Arabia's health system is changing its structure. Two developments deserve a private clinic owner's attention this year: the transfer of Ministry of Health staff to Health Holding clusters, and the growth of Seha Virtual Hospital.

The clusters: where things stand

According to the Ministry of Health, in news published on 25 June 2026:

  • Phase 2 moved more than 68,000 ministry staff to 7 clusters: Al-Ahsa, Taif, Najran, Hail, Tabuk, Northern Borders and Hafr Al-Batin.
  • Phase 1 had moved more than 62,000 staff to the Eastern, Qassim and Riyadh Second clusters.
  • More than 130,000 staff now work in 10 clusters, and all 20 clusters are planned by 2027.
  • The ministry's role shifts to regulator, while the National Health Insurance Center buys health services.

In plain terms, the body that sets the rules is separating from the bodies that deliver care, and a national purchaser will pay for services.

Seha Virtual Hospital: the scale

The ministry reported the following for 2025:

  • More than 16 million virtual appointments and consultations.
  • 11.5 million virtual clinic appointments, up 56% on 2024.

On 9 August 2026 the ministry said the virtual hospital was connected to 241 hospitals and more than 1,400 health centres.

What this may mean for private clinics

The points below are our reading of the direction, based on the published announcements. Check the details with the relevant authorities before any investment decision.

  1. Patients are getting used to virtual care. Millions of virtual appointments a year shape expectations. A patient who has seen a doctor by video through a public service may expect a private clinic to offer a short remote follow-up, or at least a quick and clear reply on WhatsApp.
  2. Clusters may become stronger local providers. A cluster that runs hospitals and centres as one network can coordinate appointments and referrals across a region. Private clinics compete on what patients feel directly: waiting time, ease of booking, clear prices, and continuity with the same doctor.
  3. A purchaser model favours clear data. When a national body buys services, providers that can show their volumes, waiting times and costs clearly are likely to be better placed for any future contracting. Organising this data now costs little.
  4. Phase 2 regions are changing fastest this year. If you operate in Al-Ahsa, Taif, Najran, Hail, Tabuk, Northern Borders or Hafr Al-Batin, watch how local patient flows move over the coming months.

Practical steps for this quarter

  • Map the services you offer against those provided by the cluster in your area. Note where your waiting time or access is clearly shorter.
  • Decide which visits can be followed up remotely within the rules that apply to your licence, and how you will book and document them.
  • List the questions patients ask about your clinic compared with public services: price, waiting time, choice of doctor. Answer them clearly on your website.
  • Prepare a monthly report of volumes per service, average days to first appointment, and no-show rate.

How to measure the effect

Track three numbers each month and compare them with the same month last year:

  1. New patients per service.
  2. Days from first enquiry to first appointment.
  3. Share of follow-up visits booked again with the same doctor.

If new patients fall in a service where the local cluster has expanded, review the price, access and message for that service before raising advertising spend. Mark on your chart the month your region moved to a cluster, so you can compare before and after.

In practice

The change is gradual, with all 20 clusters planned by 2027. Clinics that know their own numbers will read the shift early and adjust calmly. Naqar can help you set up that monthly view if it would be useful.
